Another noncustodial parent has run afoul of the law, this one in Texas. Unlike most noncustodial parents who don't pay, this parent had to face a federal judge, not a state one.
Most child support collection takes place in the state courts because child support is a matter of state law. But under federal law - the Child Support Recovery Act - a noncustodial parent can be prosecuted if the parent is at least one year behind in payments or $5,000 in arrears, and the child lives in another state.
A wire service report says that John Bailey of Floresville, Texas, pleaded guilty in federal court to failure to pay legal child support and was sentenced to five years' probation plus ordered to pay nearly $20,000 in unpaid support.
